Standards, Tools and Governance

Every highway and bridge commission is governed by a documented quality and contractual framework. We work comfortably under FIDIC Red Book and Yellow Book conditions of contract, and we design and supervise to the AASHTO highway design standards used on Nigerian federal road programmes, with Eurocode and British Standards (BS) references applied where specified for bridges and structures. For donor-funded work we align our environmental and social documentation with the World Bank Environmental and Social Framework (ESF).

PSE Consultants Limited is COREN-registered, and our quality management system operates on an ISO 9001 basis — implementation has commenced and certification is not yet held, a position we state plainly to clients and bidders. Our design toolset for highway and bridge work includes STAAD Pro for structural analysis of bridges and retaining structures, Tekla Structures for detailing where steel or complex concrete geometry demands it, and AutoCAD for alignment, pavement and drainage detailing. Survey control for alignment and setting-out work is established with GNSS survey equipment, giving corridor coordinates referenced to consistent national datums.

Governance is not decorative on federal corridors: independent design checks, staged design reviews and documented revision control give the Federal Ministry of Works and other procuring agencies an auditable trail from concept to construction issue.

Who We Serve

Our highways and bridges clientele reflects the structure of the Nigerian road sector itself. At federal level we serve the Federal Government of Nigeria and the Federal Ministry of Works — the primary procurers of trunk-A corridor design and rehabilitation — where familiarity with federal design standards, procurement processes and FIDIC-based contracts is a precondition for appointment. We also serve the Federal Capital Development Authority (FCDA), whose district-level infrastructure programmes demand road and drainage design integrated with utility layouts.

In the oil and gas sector we have delivered link road and access corridor work for Shell Petroleum Development Company, where design must accommodate heavy industrial traffic and operator HSE requirements in addition to normal highway loading. State governments form a third client group, engaging us for state road networks and social infrastructure access roads, where value-for-money design and realistic maintenance regimes matter as much as initial capital cost.
